$13.1 million dollar goal. What should a manager’s OTE/commission be?

Question for leadership in this group. My company has a $13.1 million this year. I have a Sr. Manager overseeing 12 direct reports and have him set at $117,000 base salary. What should I do for commissions on top of that? Is a $200K total for on target earnings too much? Too little?
